Let's Refrain from Hasty Judgments

The terror attack on Mumbai produced a loud echo not only in the East but actually all over the world. Newspapers and websites are full of various commentaries, judgments and assessments, which main idea is: Pakistan through its intelligence service (ISI) sponsored the terror attach on India. The intensity and unambiguous tilt of the information attack in the foreign press and infospace remind the developments of August-September 2008. We see the same eurhythmy of the company and mastership of the conductor.

Unfortunately certain our magazines, newspapers and websites as well as a number of independent political analysts and journalists also got involved in this show (perhaps they stayed too long without their “dissident games” during “the blackout” in August-September). Due to lack of their own information sources they reprint foreign assessments, chewing judgments of US Central Intelligence Agency experts and in particular Farhana Ali, a former CIA and Rand Corp counterterrorism analyst and expert on militant networks, Admiral M. Mullen. Chairman of the Joint Chiefs of Staff, and of course Ms Condoleezza Rice, “a lady who already has no shadow and mirror image”. They are jolly well objective sources!

Hoots of Russian and foreign mass outlets: “Soho! Pakistan!” were actually supported by certain our most respectful Orientalists - political analysts. In particular one of them already next day made an effort to put some dots surprising the reader with his comprehensive knowledge of the Orient from the Himalaya Mountains down to the Horn of Africa but in so doing believing that Jammu and Kashmir are two different Indian states (as it was in an old joke: Carl Marx and Friedrich Engels are not a husband and wife but two blood brothers). He made his military – political judgment so fast that even such outstanding Orientalists as Kipling, Lawrence of Arabia, General Kornilov and Jacob Blumkin would begrudge him.

I think that today it is extremely important to suspend any judgments of the situation. We need just look around. Everything is not as green as it looks. The terror attack coincided with the visits to Delhi of Russian President Medvedev on the one hand, and Condoleezza Rice and M. Mullen, on the other hand. The hunt of terrorists mostly for Americans, Englishmen and Jews also seems rather strange. Not less strange are the persons involved in the crime: combatants of Lashkar-e-Toiba, which now goes under the name of Jamaat-ud-Dawa. It is blamed for the ties with the ISI i.e. with the Pakistan Government but at the same time the blamers just forget that once upon a time a CIA laboratory bred two “Dollies” – Al Qaeda and Lashkar-e-Toiba. These two American clones operated on opposite flanks of Pakistan but in general in the same direction: against the USSR and its strategic partner India. Since both “Dollies” were bred and fed under the wing of the CIA, any statements that “they allegedly understood everything and parted brass rags with this dirty agency” may be hardly regarded as serious. And therefore…

In order to at least approximately clear up a genesis of the events it is necessary outline the USA position as of today. Today Uncle Sam leans on two boats moving apart. One boat is a world financial crisis, the second one is a global security system crisis. A minute or two and he will face down the puddle. It’s a matter of time to overcome the first crisis while the second one is much more complicated.

NATO, OSCE and even UN have deep cracks and demonstrate their evident disability in the crisis time. As for the security system built on the guarantees of one state only, everybody in the world have already made sure of its pravity. Therefore today many powerful states of Europe and Asia seriously deliberate about the initiatives to build a new security system. However in this security system likewise in a new financial system the United States is offered a position equal to that of other developed countries. Of course, the United States cannot be satisfied with such offer.

The situation returns in a bit different plane back to the 11-year old events. That time the disaster of 9/11 promptly brought the USA to the commanding heights in the world. However the Americans proved to be bad soldiers and almost lost these heights.

Today they need a new boost so that the States demonstrate its power and necessariness. And it’s logical that the Washington turns its eye to a huge “undeveloped” territory of South Asia.

"It is often said that India and America have a natural bond as the two largest democracies. Today, we share a bond of a common enemy: what the 9/11 Commission identified as Islamist terrorism. Islamist ideology is spreading across South Asia, and must be stamped out," California Congressman Ed Royce said recently. And these are the words of a politician from a far Pacific coast about the country populated by almost 200 million adherents of the said Islamic ideology. What other bloody gamble does the United States prepare for India in its efforts to return the commanding heights?

Today it is too early to state to what extent the terror attack performed by the CIA-sponsored group in Mumbai is an effort of such gamble or only a dress rehearsal of a more bloody drama that may be even more awful. A gamble that would lead the USA to a position of the best friend and mediator of India and Pakistan, and would make it possible to force out any other competitors in particular Russia from the region.

Or a gamble that would make it possible to take Pakistan under full control of the United States and somehow terminate the protracted Iraqi-Afghan military campaign. Or that would provide for in some other way a radical increase of the US global status. Everything will be clear a bit later. And it will be a proper time for a military and political analysis. A detailed analysis of new US administration plans of trade-off between the Kashmir conflict and fresh boost of militancy in North-West Frontier Province of Pakistan. This solution due to some reasons seems a simple option for the Obama’s advisers. Or an analysis of any other US plans with respect to the region.

As for the investigation of the terror attack, I believe that Indian security services will perform it rather professionally and reveal what was a number of terrorists – 10 or 28, who escaped, when and where, who trained the gang, where and how. And it would not be bad if the friends (not Americans) will help. Yet the Indians are professional enough to investigate everything themselves. For us now it is not critical to judge the events somehow.

Today it is critical to refrain from unwilling playing into the hands of our implacable overseas friends, and let the highly skilled Indian security professionals to investigate the case without our pro-American information pressing.

One thing is clear: there are two equal victims of the terror attack – India and Pakistan. And the losses of these countries may amount to not just 200 killed due to this terror attack of the multi-million city but much more in future. Russia and other friends of India and Pakistan should not let the USA draw these huge countries in its new “thimblerigger’s poker”. Because eventually as the history confirms, both states will end up with nothing. Since the United States cannot rule the world, just cannot!

In 1966, the USSR managed to bring the sides to the conference table in much more complicated conditions and provide for peace talks between President Ayub Khan of Pakistan and Prime Minster Lal Bahadur Shastri of India in Tashkent. Today the world community has such a powerful unique international platform for any negotiations as the Shanghai Cooperation Organization, in which India and Pakistan are observer states.

It seems very productive to seize the initiative of the United States, and for the beginning bring both countries to the negotiating table to discuss the problem within the SCO framework. It would provide for objective friendly assistance to both countries without any outside interference. It is the SCO but not Ms Condoleezza Rice with a smile and conduct of Satan, the ruler of this world, would enable India and Pakistan to sort out all doubts, punish guilty persons and jointly repel any manifestations of terror in the sub-continent.

And let us refrain for a while from making judgments and conclusions of the innocent and guilty.
