11.09.2009 10:01 During an official visit of the President of Venezuela, Ugo Chaves to Moscow agreements were reached to bring the relationship between the two countries to a principally new, strategic level.
Following the talks of the presidents of the two countries the main political news became the recognition of independence of Abkhazia and South Ossetia. This decision was declared during the talks by the President of Venezuela Ugo Chaves.
“Venezuela adheres to the recognition of independence of the republics of Abkhazia and South Ossetia. Already from today we recognize these republics and we will begin to take necessary actions to establish diplomatic relations, because this is already a reality,” said Chaves.
In his turn, Dmitry Medvedev expressed gratitude to Ugo Chaves for the decision. Head of the Russian State noted that Russia has never urged anybody on these states recognition.
“Russia has always taken a fairly simple position in this regard: We believe and have always believed that it is a sovereign affair of all states whether to recognize new international entities or not. But certainly, we are not indifferent to these states' fortune. And I would like to thank you for such a decision,” said the President of Russia.
“We were the first state to come to the aid of young international entities, the first state to recognize their legal personality, and we are glad that their support in the world is being expanded,” said Dmitry Medvedev.
Along with that, at the Russian-Venezuelan talks a great deal of attention was paid to the economic cooperation, above all in the field of energy, ecology, metal mining industry. Having underlined that the number of large joint projects will increase, Dmitry Medvedev said that in this connection, as well as for mutual goods turnover growth, a Russian-Venezuelan bank is being established with the authorized capital of US$4 billion.
Aside from that, the presidents of the two countries announced their intention to continue the military-technical cooperation.
“The military-technical cooperation with Venezuela is an important block of our relationship, we do not conceal it. I will not be cunning, on the other hand: That kind of contracts is by no means always signed in public,” said Dmitry Medvedev. “And we will supply to Venezuela the armaments, requested from us by Venezuela, naturally, meeting at that international engagements,” Head of the Russian State underlined.
In his turn Ugo Chaves said that military-technical cooperation between Venezuela and Russia is not any armament drive, but a strategic plan of the state consolidation.
"We do not intend to aggress against anyone. However we possess a right to self-defence and we are strengthening our country's defence potential to protect our resources, our territory,” said Ugo Chaves.
The President of Russia called the package of signed documents unprecedented. Dmitry Medvedev underlined that the signed documents make the relations between Moscow and Caracas stable, calculated for decades ahead.
According to the results of the Russian-Venezuelan talks the following documents were signed:
- an Agreement between the Russian Federation and the Bolivarian Republic of Venezuela on cooperation in the field of joint strategic projects implementation.
- a Memorandum of mutual understanding between the Transneft Open Joint Stock Oil Transporting Company and the PDVSA oil company with the view of long-term cooperation within the framework of the Orinoco oil belt infrastructure development project.
- a Memorandum of mutual understanding between the Rosneft Open Joint Stock Company and the PDVSA oil company.
- a Memorandum of mutual understanding between the National Oil Consortium LLC company and the PDVSA oil company .
- a Memorandum of mutual understanding between the National Oil Consortium LLC company and the PDVSA oil company of creation of a joint venture for carrying out of activities at the block Khunin-6 of the oil-belt of the Orinoco River of the Bolivarian Republic of Venezuela.
- a Letter of intent between the Ministry of Basic Industries and Mining of Venezuela and the RusKaolin LLC
- An Agreement for cooperation in the field of ecology (oil-slime cleaning) between the Rostechnologies State Corporation in the name of the Prominvest LLC and the PDVSA oil company.
- a Memorandum of mutual understanding between the Federal Service on Financial Markets and the Venezuelan Securities Commission.
- an Agreement between the Government of the Russian Federation and the Government of the Bolivarian Republic of Venezuela of mutual protection of intellectual property rights in the course of bilateral military-technical cooperation.
