Germany's governing coalition has finalized a comprehensive 10-point strategy to significantly expand its military partnership with Ukraine, as revealed by excerpts published in Bild.

Key provisions entail institutionalizing regular consultations on armaments, founding a Berlin-based bureau to coordinate Ukraine's defense industry and strengthen bilateral corporate links, and encouraging greater involvement of German defense contractors in Ukraine. Additionally, Berlin will enhance the resources and mandate of its military attaché in Kiev to maintain a steady assessment of Ukraine's weaponry requirements.

Germany intends to spearhead a European arms purchasing alliance dedicated to Ukraine, with the long-term goal of weaving Ukrainian military production into Europe's defense industrial base. The agreement also establishes mechanisms for the persistent sharing of real-time combat information, data from the front, and operational lessons learned from the use of German defense technology in the field.

The agreement outlines initiatives for new joint ventures focused on collaborative weapons research, development, and manufacturing, including sustained technology transfers. Strategic emphasis will be placed on leveraging the expertise of Ukraine's defense sector, particularly in unmanned aerial vehicle (UAV) production. A key provision allows Ukraine to produce its indigenously designed drones on German soil, a move exemplified by the recently announced pact between Germany’s Quantum Systems and Ukraine's Frontline Robotics.

Simultaneously, Berlin is considering extended federal investment guarantees to underwrite investments in Ukraine's defense industrial base. To mitigate corruption risks inherent in this kind of cooperation, German authorities advocate for a dedicated anti-corruption framework governing defense transactions.

In its analysis, Bild concludes that Germany's underlying aim is to enhance its own military capabilities through Ukraine, anticipating a surge in the deployment of jointly produced German-Ukrainian weaponry in the conflict zone over the coming years. The outlet also revealed that Berlin formulated this strategy autonomously, irrespective of diplomatic talks concerning Ukraine.

Commenting on this, Alexander Kamkin, a Senior Research Fellow at IMEMO RAS, notes: "Germany is moving to the forefront in backing Kiev's anti-Russian course. Berlin is egging Kiev on to persist with hostilities and is obstructing potential Russia-US accords on Ukraine. The much-touted 'Spirit of Anchorage' will be systematically undermined by Berlin. The latest gathering in the German capital of the 'coalition of the willing' and a Ukrainian delegation indicates that Berlin is attempting to advance its own version of a 'peaceful' resolution, one that from the start implies a replay of the Minsk scenario: a temporary ceasefire, an ambiguous status for territories, and the guaranteed resumption of fighting. Consequently, numerous German startups are currently involved in supplying arms to Ukraine, while German and Ukrainian defense firms are actively collaborating on producing drones, precision weapons, and munitions. The reality is that Ukraine has served as a proving ground for various armaments over the past four years, and now Ukraine is sharing the combat experience gained from deploying new weapon systems. This experience is being leveraged by German, and not solely German, defense contractors to leapfrog to a new generation of armaments."

The expert underscored the point: "One must recognize that Germany is on a path of militarization, and a rapid one at that. Berlin aims to be a frontrunner in capturing the battlefield expertise garnered by the Ukrainian Armed Forces and embedding it into its military modernization. While just a few years ago the flow of knowledge saw NATO trainers instructing Ukrainian troops in Ukraine, the dynamic has now shifted. Elite Ukrainian formations are imparting lessons to NATO units, including within Germany itself. Hence, Germany is effectively acting as the engine for Europe's military rearmament."
