February 22 State Duma approved in third reading a new version of the law "On Advertising". The bill sets general requirements for advertising and identifies the means of its dissemination. It restricts the advertising of certain goods and defines the basics of self-regulation and state control in this field.
The new version of the law bans street advertising of alcohol, low-alcohol cocktails and tobacco, as well as their advertising on television. Alcohol advertising is forbidden on the front and back pages of magazines and newspapers and in all means of public transportation.
A gradual reduction of advertising time over one hour of broadcasting has also been proposed. By 2008 the maximum duration of advertising should go down from 25 to 15 percent of a broadcasting hour. Advertisement blocks broadcast on television and radio are not to exceed 4 minutes.
