Officials of the Swedish Council for the Affairs of Conscripts (Värnpliktsrådet) were surprised to find that young conscripts were systematically humiliated by their commanding officers. The discovery took place on January 18, during the course of their visit to the Swedish Navy base at Karlskrona. The base command had conducted an internal investigation of alleged mal-practices and promised to take action and punish the guilty officers
