Pyongyang has decided to give up its nuclear research program in exchange for oil and aid in power engineering.
N. Korea would be entitled to conduct research in the field of peaceful use of atomic energy, provided the world community agrees to that. N. Korea also agreed to abide by the Nuclear Non-Proliferation Treaty.
The USA, who had included N. Korea in the so-called "axis of evil", insisted that N. Korea irrevocably relinquish its nuclear programs, after which it might get aid in the field of power engineering and guarantees of security.
Pyongyang, for its part, had been insisting on first getting the aid and guarantees, as well as the right to conduct research in the field of peaceful application of nuclear energy.
