The European Parliament has declined to send observers to monitor the parliamentary election in Iraq slated for December 15.
A request for sending a EU monitoring mission to Iraq was made by British Foreign Minister Jack Straw. In particular, he asked the EU observers to be present at the polling in Basra, Iraq's second largest city, where a British contingent is deployed.
The European Parliament turned down the minister's request on the grounds that observers should be assures freedom of movement – a condition that cannot be met in Iraq.
The European Parliament is to send a delegation of three deputies to Iraq, who will study the polling situation on site. However, the deputies would not be entitled to assess the fairness and credibility of the poll.
