Ukraine on Edge of Parliamentary Crisis Again

Today Chairman of the Supreme Rada Arseny Yatsenyuk read statements of Ukrainian MPs Igor Rybakov (Block of Julia Timoshenko) and Yuri Bout (People’s Self-Defense, faction “Our Ukraine-People’s Self-Defense”) about their withdrawal from the coalition.

Yatsenyuk pointed out speaking on the statements: “I want to say one thing. Let these people come to their senses”. His concern is easily explainable. The parliamentary coalition in the Supreme Rada of this assembly was always cloud-built. The coalition made up by factions Block of Julia Timoshenko and Our Ukraine-People’s Self-Defense had only 227 of 450 votes that made it actually incapable. The withdrawal of two MPs put an end to the coalition because now it fails to have a simple majority of votes to make decisions.

Weakness of the parliamentary coalition was obvious long ago. The MPs from Block of Julia Timoshenko and group People’s Self-Defense that is a part of faction Our Ukraine-People’s Self-Defense blamed on the President Yuschenko’s Secretariat and its head Victor Baloga who is deemed to be a founder of a new Ukrainian political force, United Center, playing in the field of the block and faction, for undermining the coalition. It was assumed that Baloga has influence on many MPs from Our Ukraine therefore it was expected that if any steps are taken from inside the coalition towards breakdown of the same, they will be initiated by Our Ukraine. So, the statements of the MPs from the Block of Julia Timoshenko and group People’s Self-Defense on their withdrawal from the coalition sounded as the bolt from the blue sky.

In so doing, MP Rybakov (Block of Julia Timoshenko) justified his decision with the fact that he found out “numerous acts of corruption, which traces lead to the top officials of the government”.

In particular, as the Chairman of the Supreme Rada Interfactional Board “Stop to Smuggling” he analyzed the struggle of the Government against corruption, and found out that “the Government not only failed to abandon illicit schemes but expanded the arsenal of smuggling instruments”. In his press-release the MP emphasized that the State Customs Service and its head Valery Khoroshkovsky play a key role in administration of the acts of corruption”.

Let us recall that “the top officials of the Ukrainian Government” include first of all leaders of Timoshenko’s Block, i.e. Prime Minister Julia Timoshenko and First Vice-Premier Alexander Turchinov. At the same time, Timoshenko repeatedly claimed that as soon as her government came to power, it terminated all corruption schemes in the Customs.

The largest opposition force in Ukraine, the Party of Regions, already claimed that as from this day it regards the Government of Julia Timoshenko formed on the basis of the parliamentary coalition, as “acting”. According to the Party of Regions, today it is necessary to be ready either to forming a wide coalition including the Party of Regions or to an early parliamentary election.

Block of Julia Timoshenko already claimed that in case of reforming the coalition it will not enter it and will not participate in a new coalition.

Anyhow, if it is not a new parliamentary and political crisis in Ukraine, then the situation is very close to it.
