A meeting of the heads of state of the Shanghai Cooperation Organization (SCO) was held in the Kazakhstan capital of Astana on Tuesday. The Organization includes, on a permanent basis, China, Kazakhstan, Russia, Kirghizia, Uzbekistan and Tajikistan. The meeting was chaired by Kazakhstan president Nursultan Nazarbayev.
The main result of the event is a declaration whereby the expediency of the presence of foreign bases on Central Asian territory is put in question.
The declaration approved at the meeting demands that NATO and the USA fix a deadline for the withdrawal of their troops. Some media report that this item was written in the declaration on request of Uzbekistan president I. Karimov seconded by N. Nazarbayev.
"Considering the termination of the active military stage of the anti-terror operation in Afghanistan, the SCO member states believe it necessary that the relevant participants of the anti-terror coalition set the deadlines for the temporary use of the said infrastructure facilities and for the presence of their military contingents on territory of the SCO member states", says, in particular, the declaration.
Besides, the SCO countries approved a Concept of Fighting against Terrorism and Extremism. They agreed to liquidate the material base of terrorists and the possibility of terrorists' receiving components of mass destruction weapons.
"We support and will continue to support the efforts of the international coalition conducting an anti-terror operation in Afghanistan", stresses the document.
N. Nazarbayev, in particular, said: "Drug production and drug trafficking are turning into a powerful ally of international terrorism, a shock force of the destabilization of the situation in the region. During a few recent years the poppy plantations and the volume of heroine production in Afghanistan, according to UN data, have been growing at an extremely high rate. Drug production has been put on an industrial basis. Regretfully, the foreign troop contingent, present in Afghanistan, has had no practical influence on these processes ".
India, Iran and Pakistan joined the SCO meeting with an observer status. After this nearly half a billion people addition it was declared that the SCO embraces half of the Earth's population spanning a territory from the Baltic Sea to the Pacific and Indian Oceans, with two countries that are members of the UN Security Council. President I. Karimov has put it bluntly: with such neighbors he can feels himself well protected.
The declaration on the creation of the Shanghai Cooperation Organization was signed in 2001. In 2004 its Secretariat was opened in Peking and antiterrorist structure in Tashkent.
The SCO was formed on the basis of the agreements for the strengthening of confidence in the military field and mutual troop reductions in the border area signed by Kazakhstan, Kirghizia, China, Russia and Tajikistan in 1996-1997.
